摘要(中文): 本文透過文獻分析的方法,探究評鑑專業化之概念,檢視評鑑專業化發展並提出可供我國教育評鑑專業化發展參考的啟示。依據分析結果發現專業化有十大特徵,包括:專業人員,專業知能、專業訓練、專業組織、專業倫理、專業自主、專業證照、專業服務、專業生涯及專業成長。針對專業化的特徵討論評鑑專業化的發展現況與面臨的挑戰,本文作者認為對我國教育評鑑專業化具有下列的啟示:(1)應全面檢視我國教育評鑑專業化的現狀;(2)評鑑學術單位、評鑑專業團體及教育行政主管機關應有共同努力以成就教育評鑑專業化的策略;(3)開始啟動教育評鑑人員認證相關議題的討論與制度推動;(4)重視全球教育評鑑專業化的趨向並參與國際場域的對話討論。
摘要(英文): The article aimed to explore the concept of evaluation professionalism, to discuss the status of evaluation professionalism development, and to propose implications for professional educational evaluation. The review of literature indicated that professionalism demonstrates the following characteristics: professional membership, professional knowledge, professional training, professional organization, professional ethics, professional autonomy, professional licensing, professional services, professional career, and professional growth. Then, we review the current status of evaluation professionalism. Finally, the following suggestions are made based on the above discussion. (1) A thorough examination of the status of evaluation professionalism in Taiwan education, (2) The evaluation of educational institutions, professional organizations, and educational administration requires cooperation to develop strategies for evaluation professionalism, (3) Begin a discussion of issues related to the implementation of a licensing system for educational evaluators, and (4) Observe global trends and participate in international discussion in evaluation professionalism.
