摘要(中文)：	本研究透過系統性的文獻探討與文件分析法，依據所蒐集之資料進行整合分析，掌握日本師資培育認證的實施程序，瞭解師資培育認證的實際運作情況，以及其相關的背景脈絡，作為本實徵研究的重要依據，並期望達成二個主要目的： 1.歸納出日本師資培育制度現況。 2.掌握日本師資培育認證的可能面向（相關法規、認證權責機關與成員、軟硬體層面、認證的實施程序）。 於釐清上述目的之後，提出有參考價值的成果，期望有助於達到有益於師資培育認證的實施程序之內涵，以及提升教師專業相關研究之參考資料。 本研究主要的發現，日本在近年數次強化教師專業職能相關政策的改革之中，要求教育行政從模式主義脫離，突破以往改革的思維方向與方法。正從遵照事前規範限制型態的行政模式，進行轉換成事後救濟型的社會行政改革。這也就是強化「認證期效更新」與檢核「自我責任評鑑」的改革，來提高現有教師與未來師資職能的水準。教師將會被要求必須對於自己的專業行為負責，無法過度依賴或期待國家的保護，教師的?門能力將會真正進入被檢驗的時代。
摘要(英文)：	The research has completed a comprehensive analysis through literature review and document analysis methods. The main idea of this study is to explore the implementation procedures of Teacher Certification System in Japan, that is to realize how it works and the background of Teacher Certification System in Japan. The purposes of this study which are as following: 1. To comprehend the actual situation of Teacher Education System in Japan. 2. To analyze the procedure of Teacher Certification System in Japan (with regard to related laws and regulation; the responsibilities of members in certification authority; books, instrument, equipment, space and budget of teacher certification system; teachers, curriculum and instruction in teacher certification system; implementation procedures of teacher certification system). After clarifying the purposes mentioned above, the researcher proposes some valuable conclusions to enrich the content of Teacher Certification System, and providing some reference material about the related research of promoting teacher professionalism. The main findings of this study are that the Japanese system is getting rid of the Marxist model of education administration to break the previous direction of reform which is related to strengthen teacher professionalism in recent years of Japan. By the way, it has transformed the administrative mode of required standards in anticipation into the reform mode of relief afterward. In addition, the system is strengthening the function of Valid Certification Update System and the reform of self-responsibility for evaluation to enhance the standard of current and future teachers’ professionalism. Hence, teachers will be required to be responsible for their own professional instruction and they can not rely on the protection of the nation. In a word, the professionalism of teachers will truly enter the era of testing.
